Add the pot roast into a large bowl. Season with onion powder, salt and pepper, and garlic.
Set the Instant Pot to sauté and add the oil. Add the pork roast and sear the meat on all sides. Remove the meat and set aside.
Cancel the Instant Pot and add 2 tablespoons of water. Using a wooden spatula, scrape the bottom of the instant pot liner to deglaze any seared meat. Add the remaining water and Caldo de Pollo. Stir well.
Cube the meat and potatoes and add them to the instant pot with the carrots. Add the soy sauce and any juices from the meat that was set aside.
Seal the Instant Pot lid and pressure valve. Set the pressure cook button to high pressure for 12 minutes. Pressure will build for 15 minutes.
Let the pressure naturally release for 10 minutes following cooking then release the pressure manually if needed. Remove the pork roast, potatoes, and carrots and set aside
Set the Instant Pot to sauté and whisk in the butter and cornstarch. Once the sauce has thickened, remove it from the heat.
Serve pork roast and vegetables with the gravy poured over. Garnish with parsley.
