In a mixing bowl, combine all the dry ingredients, including the flour, whole wheat flour, sugar, salt, and baking soda. Stir until evenly blended.
Add the milk or buttermilk to the dry ingredients and mix until a dough forms. Knead the dough gently on a lightly floured surface until it comes together.
Rinse the raisins thoroughly, then add them to the dough. Knead again briefly to incorporate the raisins evenly.
Place the dough in a greased or lined mold, shaping it as needed. Let it rest at room temperature for about 20 minutes to settle.
Preheat the oven to 360°F (180°C). Bake the bread for 35 minutes, or until it is golden brown and sounds hollow when tapped on the bottom.
